organizational consulting
Marc Kolman is a consultant, facilitator, and systems-change practitioner with over 35 years of leadership experience across public health and developmental disabilities. He has worked extensively with state and local Medicaid programs, nonprofit providers, and community-based organizations. He is known for navigating complex systems and operational environments, and for bringing a deep commitment to the populations and communities served.
Marc partners with organizations working within Medicaid and other public systems at the intersection of policy, funding, equity, and an awareness of programs’ human impact. His approach is grounded in the understanding that sustainable change—beyond compliance, restructuring, or performance metrics—emerges when organizations address root causes, align values with practice, and strengthen communication and trust across agencies, providers, and communities.
His work is rooted in systemic and equity-informed practice, supporting change at multiple levels: individual leadership, organizational culture and effectiveness, and cross-system collaboration. Marc integrates awareness-based and reflective practices with strategic action to help leaders and teams navigate complexity and respond to changing funding and policy environments, designing programs that are both accountable and culturally relevant.
Marc works with mission-driven organizations, public entities, nonprofit agencies, and change-oriented leaders to:
Navigate Medicaid policy, funding, and system transformation
Support waiver design, implementation, and operational alignment
Build alignment across state agencies, managed care organizations, providers, and communities
Surface and shift limiting patterns, silos, and hidden dynamics, enhancing collaboration within community systems
Foster cultures rooted in equity, accountability, communication, trust, and shared purpose
His facilitative approach creates space for candid dialogue, strengthens relational capacity, and helps organizations move toward integrated, person-centered, and community-oriented systems.
At its core, Marc’s work is about social transformation—change that is effective at the level of the individual, organization, and community. By combining awareness, compassion, and strategic and systemic insight, he supports leaders and organizations in creating not only better outcomes, but more resilient, equitable, and responsive systems that genuinely serve the people and communities they are intended to support.
